The short answer

A video fits all four short-form platforms if it is vertical 9:16, at least 720 pixels wide and under 60 seconds. Longer is fine with limits: Shorts stop at 3 minutes, Reels over 3 minutes are not recommended to new audiences, Stories split videos into 60-second clips, and TikTok accepts uploads up to 60 minutes.
